The Government of Romania has received a grant from the International Bank for Reconstruction and Development (IBRD), acting as an administrator of the grant funds provided by the Government of Netherlands toward the cost of the Private and Public Sector Institution Building Loan Project, and it intends to apply part of the proceeds of this Grant to payments under the contract for procurement of office equipment for the Ministry of Economy and Finance.

The PPIBL Project Management Unit within the Ministry of Economy and Finance now invites sealed bids from eligible and qualified bidders for the supply of the following Goods:

The supplier has to deliver and install the equipment to the Ministry of Economy and Finance sites in 17 Apolodor St., Sector 5, Bucharest and 44, Mircea Voda Blv., Sector 3, Bucharest.

The period for supply, installation and achieving acceptance of the goods is 45 days from the effective date of the contract.

During the warranty period the Supplier must provide service on-site for the equipment.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits, May 2004, and is open to all bidders from Eligible Source Countries as defined in the guidelines.

Qualifications requirements include:

·  The bidder must have been established and in the business of providing similar type of goods for which this invitation for bids is issued, for at least two years

·  During the past two years the bidder must have completed at least one successful contract of a comparable scale involving the delivery and technical support of similar type of goods, for which this invitation for bids is issued. The bidder must furnish documentary evidence in order to prove it meets the requirement.

·  The bidders must have the financial capabilities to assume the responsibility for the proposed contract as evidenced by an average annual turnover of not less than EUR 300,000 or its equivalent, over the past two years. The bidder must furnish, as part of its bid, such documentary evidence providing average annual turnover for the last two years.

·  Local bidders shall have no outstanding taxes due to the Romanian authorities (state budget).
A margin of preference for eligible national contractors shall not be applied. Additional details are provided in the Bidding Documents.

To have the bidding documents sent by special courier, please add EUR 50 or equivalent in RON. Under no circumstances shall the PPIBL Project Management Unit within the Ministry of Economy and Finance be responsible for any late delivery or loss of the bidding documents so mailed.

Bids must be delivered to the address below at or before 1200 hours (local time) on 7 June 2007. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person at the address below at 1200 hours (local time) on 7 June 2007. All bids must be accompanied by a bid security of EUR 2,000.

The attention of prospective bidders is drawn to: (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the bidder; and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.

The Russian Federation has received a loan from the International Bank for Reconstruction and Development toward the cost of the National Hydromet Modernization Project, and intends to apply part of the proceeds of this loan to payments under the Contract for Procurement of Mobile Automated Testing Laboratories (Lot No. RHM/1/B.1.b).
The Bureau of Economic Analysis Foundation, acting as the Project Implementation Unit in accordance with the Agreement No. 01-01-06/04-154 dated November 28, 2005 between the Ministry of Finance of the Russian Federation, the Federal Services for Hydrometeorology and Environmental Monitoring (RosHydromet) and the Foundation “Bureau of Economic Analysis”, invites sealed bids from eligible and qualified bidders for procurement of 30 mobile automated testing laboratories (MATL), each set of MATL should be completed by a vehicle (passenger-and-freight universal all-wheel drive) and should be equipped by a terminal of the telephone satellite communication, by means of temperature- and vibro-stabilization, a special table for not less than one portable testing complex and a workplace of a tester, reference means of measurement and testing facilities, which should be integrated into six portable testing complexes, comfortable for delivery, positioning and transportation in a vehicle, with automated testing system (ATS) and an assembly-repair complete set for repair testing measurement. The MATLs shall be delivered to 28 regional branches of RosHydromet.

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits (edition of May 2004), and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

Qualifications requirements include:

(a) Financial Capability

The Bidder’s (single Bidder or Joint Venture) average annual turnover shall be not less than equivalent of US$ 3 million for the last 2 years (2005 – 2006).

If the Bidder is a Joint Venture, the average annual turnover of the Partner’s in charge shall be not less than equivalent of US$ 2 million for the last 2 years (2005 – 2006).
The Bidder shall provide, as documentary evidence for the above information, copies of the auditor's conclusions for the above mentioned period or balance reports certified by tax service of the Bidder's country (as a rule for the Russian companies).

(b) Experience and Technical Capacity

(1) The Bidder shall furnish documentary evidence to demonstrate that it has successful experience in supplying of integrated hardware and software metrological systems.
(2) The Bidder must confirm availability of required human resources (specialists) to implement the contract, namely availability of the specialists on metrology and standardizations.

·  That Bidder or its Agent(s) or any other dealer can perform the customs clearance formalities for importation of the goods (in case of goods supplied from abroad to be imported) and can provide the warranty services for the office furniture supplied locally at the Project Sites as defined in Section VI Schedule of Requirements.

·  The Bidder shall prove that there is availability in the Purchaser’s Country of after sales services for the office furniture offered in the bid.

·  The Bidder shall prove that the manufacturer of the office furniture offered has the experience in manufacturing of similar type of furniture for not less than five years.

·  The Bidder should have experience in supplying of similar type of furniture, at a national level, i.e. at least 3,000 pieces of similar type of furniture in at least 40 local territorial administrative units (such as cities, communes), during a delivery period not longer than one year.

This invitation for bids follows the general procurement notice for this project that appeared in UN Development Business, issue no. 621 of 31 December 2003, and was most recently updated on 15 April 2005 (see WB1230-654/05).

The Agricultural Production Cooperative ‘Yantar’ and Federal State Unitary Agricultural Enterprise ‘Svetlogorsky’ have applied for loans toward the cost of their respective sub-projects targeting improvement of manure handling at the farms, implemented within the Baltic Sea Regional Project (BSRP) Phase I. The loans will be provided by the Nordic Environment Finance Corporation (NEFCO), a multilateral financial institution established through a treaty between the Kingdom of Denmark, the Republic of Finland, the Republic of Iceland, the Kingdom of Norway, and the Kingdom of Sweden, with its office in Helsinki, Finland. It is intended to apply the proceeds of these loans to payments under the contracts for Procurement of Manure Removal and Storage Equipment.

The BSRP Local Implementation Unit, on behalf of beneficiaries of the loans -Agricultural Production Cooperative ‘Yantar’ and Federal State Unitary Agricultural Enterprise ‘Svetlogorsky’, which will enter into contract agreements with successful supplier(s), now invites sealed bids from eligible bidders for procurement package # BSRP/RUS/G13/08 “Procurement of Manure Removal and Storage Equipment”:

·  Lot No. 1: Supply of Manure Removal and Storage Equipment to APC ‘Yantar’

·  Lot No. 2: Supply of Manure Removal and Storage Equipment to FSUAE ‘Svetlogorsky’

The delivery period is up to 12 weeks from signature of the Contract.

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines:
Procurement under IBRD Loans and IDA Credits, and is open to all bidders from eligible source countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from the BSRP Local Implementation Unit established within Kaliningrad Institute for Retraining of Staff in Agribusiness for the purposes of implementation of the Project in Kaliningrad Region and inspect the bidding documents at the address given below from 10.00 to 16.00 hours on the normal business days.

A complete set of bidding documents in English may be obtained by interested bidders on the submission of a written application to the address below. The document will be sent by electronic mail.

A printed document may also be forwarded to bidders by courier mail at the bidders’ expense. The Romanian Government has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Social Sector Development Project - Component “Adult Training Center”, and it intends to apply part of the proceeds of this loan to payments under the contract for Manufactory/ supply and delivery of equipments for chef, pastry cook, bartender and waiter Departments for the Adult Training Centers of the National Agency for Employment.

The Ministry of Labor, Social Solidarity and Family now invites sealed bids from eligible bidders for:
